Baseline Data Towards Digital Transformation
of Higher Education Institutions:Mindanao SUCs

General Recommendations


I. For Research Agenda

  1. Replicate the study to State Universities and Colleges (SUCs) in Visayas and Luzon, as well as Local Universities and Colleges (LUCs) and private Higher Education Institutions (HEIs) across the country.

      Conduct a comprehensive expansion of the research scope by replicating the study in different regions of Visayas and Luzon, involving a diverse set of State Universities and Colleges. Additionally, extend the study to encompass Local Universities and Colleges (LUCs), and private Higher Education Institutions (HEIs) nationwide, ensuring a more inclusive and representative sample for comprehensive analysis.

  2. Enhance the robustness and replicability of the validated assessment tool.

      Strengthen the reliability and generalizability of the validated assessment tool by conducting rigorous reliability tests, incorporating feedback from experts in the field, and ensuring the tool's adaptability across various educational institutions. This will ensure the assessment tool can be consistently replicated and utilized in similar contexts.

  3. Review and enhance the validated assessment tool to make it applicable for LUCs and private HEIs.

      Conduct an in-depth review of the validated assessment tool to tailor its applicability specifically for Local Universities and Colleges (LUCs) and private Higher Education Institutions (HEIs). Modify the tool's framework, questions, and parameters to align with these institutions' unique characteristics and requirements while maintaining its validity and reliability.

  4. Enhance data analysis by integrating inferential statistics.

      Augment the depth of data analysis by incorporating inferential statistical methods. Utilize techniques such as regression analysis, ANOVA, or other relevant approaches to derive deeper insights, relationships, and predictive models from the collected data, thereby strengthening the analytical rigor and validity of the findings.

  5. Publish the formulation of the conceptual framework for citations of interested researchers.

      Document and publish an elaborative account of the conceptual framework used in the study, ensuring it is articulated comprehensively and coherently. This publication will serve as a valuable resource for interested researchers, providing them with a detailed reference for citing and building upon the conceptual foundations of the study.

  6. Publish findings and results of this baseline data as dataset sources for interested researchers.

      Disseminate the comprehensive findings and results derived from the study as openly accessible dataset sources. This publication will serve as a significant contribution to the academic community, allowing interested researchers to access, analyze, and utilize the dataset for further studies, fostering collaborative research endeavors and knowledge advancement in higher education.


II. For Policy Agenda

  1. Make the findings and results as basis in the vetting of research proposals submitted in the OPKRM for funding.

      Utilize the comprehensive findings and results derived from the study as a foundational benchmark for the Office of the Planning, Knowledge, and Research Management (OPKRM) in evaluating and selecting research proposals seeking funding. This approach ensures that research initiatives align with and contribute to the identified gaps, trends, and needs elucidated in the baseline data, fostering targeted and impactful research endeavors.

  2. For the SUC Governning Board to prioritize approval of funding for procurement related to the results and findings of the institution's baseline data.

      Encourage and prompt State Universities and Colleges (SUCs) through their respective Governing Boards to prioritize and expedite the approval of funds specifically allocated for procurement, resource allocation, or investment in initiatives directly linked to the outcomes and insights obtained from the institution's baseline data. This initiative ensures strategic resource allocation aligned with the identified needs and priorities identified in the study.

  3. Explore areas for collaboration among SUCs per Region to improve leadership and governance, infrastracture, teaching and learning, research commons, sustainability and resiliency of operations, and institutional support systems towards digital transformation.

      Initiate a concerted effort to foster collaborative partnerships among State Universities and Colleges (SUCs) within each Region, targeting enhancement in critical areas such as leadership and governance, infrastructure development, pedagogical improvements in teaching and learning methodologies, creation of research commons, bolstering sustainability and resilience in operations, and strengthening institutional support systems. These collaborative endeavors aim to collectively advance toward digital transformation and address shared challenges by leveraging resources, expertise, and best practices among the participating institutions within each Region.

For Ways Forward

  1. Present this baseline data to the respective SUC Governing Boards.

      Organize comprehensive presentations to the respective State Universities and Colleges (SUCs) Governing Boards, offering a detailed overview of the baseline data findings. Emphasize key insights, trends, and implications crucial for each institution's strategic decision-making and policy formulation.

  2. Create a Committee to better appreciate and utilize the baseline data vis-a-vis its implications to the institution's SUC Levelling, ISSP, and journey towards digital transformation, among other possible utilization of the data.

      Establish a specialized Committee within each SUC tasked explicitly with analyzing, interpreting, and leveraging the baseline data findings. This Committee should focus on how the data impacts the institution's SUC Levelling (if applicable), Institutional Sustainability and Strategic Plans (ISSP), and the ongoing journey towards digital transformation. Its role is to ensure that the data drives informed decision-making and strategic planning within the institution.

  3. Utilize the baseline data as one of the basis in formulating project proposals for various funding sources including the Congress and the Senate.

      Incorporate the insights derived from the baseline data into project proposals intended for funding from diverse sources, including legislative bodies such as the Congress and the Senate. Highlight how the proposed projects align with the identified needs and priorities outlined in the baseline data, emphasizing these initiatives' potential impact and relevance.

  4. Utilize the baseline data as basis for policy agenda of the Congress and the Senate for Digital Transformation initiatives.

      Advocate and present the baseline data findings to Congress and the Senate to influence policy formulation and agenda-setting aimed explicitly at driving Digital Transformation initiatives. Emphasize the significance of the data in shaping effective policies that address the identified gaps and opportunities for advancing digital initiatives in the higher education sector.

  5. Present findings and results of data analysis with inferential statistics to the CHED CEB for policy input.

      Share the detailed findings and results, particularly those derived from inferential statistics, with the Commission on Higher Education (CHED), Commission En-Banc (CEB). This presentation aims to provide valuable policy inputs based on robust statistical analyses, enriching their decision-making process regarding higher education policies and strategies.

  6. Establish copyright of the dataset

      Ensure the formal establishment of copyright protections for the baseline dataset to safeguard its integrity and intellectual property rights, thereby regulating its usage and distribution in compliance with legal standards.

  7. Make the baseline dataset available to interested users subject to data privacy agreement

      Enable access to the baseline dataset for interested users while strictly adhering to data privacy laws and regulations. Require users to adhere to data privacy agreements to ensure responsible and ethical usage of the sensitive information contained within the dataset.

  8. Establish network with DICT and other partner agencies to enhance interconnectivity within the Main and Satellite Campuses, SUCs within the Region, and SUCs within Mindanao.

      Forge collaborative networks and partnerships with the Department of Information and Communications Technology (DICT) and relevant partner agencies to improve connectivity among Main and Satellite Campuses and inter-SUC connectivity within the Region and across Mindanao. This initiative aims to strengthen infrastructure and technological capabilities, fostering a more interconnected higher education landscape.

  9. Come-up with other measures of futher validating the findings of extent of implementation of digital transformation among SUCs.

      Develop additional methodologies or validation procedures to corroborate and reinforce the findings regarding the implementation status of digital transformation initiatives among State Universities and Colleges (SUCs). These measures should enhance the credibility and reliability of the data gathered, ensuring a comprehensive understanding of the digital transformation landscape across institutions.

  10. Submit the following proposals to the CHED OPKRM for possible funding

      Present comprehensive proposals to the CHED Office of the Planning, Knowledge, and Research Management (OPKRM) for potential funding. Enumerate specific initiatives or projects aligned with the baseline data findings to secure support for endeavors contributing to institutional advancement and digital transformation.
